What the FDA actually says about sunscreen filters
The mineral versus chemical argument is usually made on vibes. There is a concrete regulatory position underneath it, and it is more favorable to mineral sunscreen than most people realize.
GRASE status. The FDA classifies sunscreen filters by whether they are Generally Recognized As Safe and Effective. Only two filters currently hold that designation: zinc oxide and titanium dioxide, at concentrations up to 25%. All twelve chemical UV filters in common US use, including oxybenzone, octinoxate, octocrylene, avobenzone, and homosalate, remain under active review and none has been granted GRASE status.
That is a regulatory gap rather than a finding of harm, and it is worth stating precisely: “not yet shown to be GRASE” is not the same as “shown to be unsafe”. What it does mean is that if you want a filter the FDA has affirmatively cleared, there are exactly two, and both are minerals.
The absorption studies. This is the more concrete finding. A 2019 JAMA study found that oxybenzone, avobenzone, octocrylene, and ecamsule were absorbed into the bloodstream at concentrations exceeding the FDA’s threshold for waiving toxicology studies. A 2020 follow-up found the same for homosalate, octisalate, and octinoxate. Again, absorption is not toxicity, and it is precisely why the FDA asked for more data. Mineral filters sit on the skin surface and scatter UV physically rather than being absorbed.

Organic filters are the carbon-based chemical ones: avobenzone, oxybenzone, octinoxate, octocrylene. Inorganic filters are the minerals: zinc oxide and titanium dioxide. So in the technical sense, an “organic sunscreen” is a chemical sunscreen — precisely what most people searching that phrase are trying to avoid.
Keep in mind: a sunscreen also cannot be USDA certified organic in the food sense, because the active filter is a mineral and minerals are not agricultural products. What you can buy is a mineral sunscreen made with organic inactive ingredients — organic sunflower oil, organic beeswax, organic shea — carrying phrasing like “made with organic ingredients”. That is a legitimate and useful claim, and it is not the same as a USDA organic seal on the whole product. Any sunscreen displaying a full USDA organic seal as though the product were certified deserves a second look.
What the FDA has actually concluded

In its 2019 proposed rule the FDA assessed the sunscreen filters available in the US and concluded that only two are Generally Recognized As Safe and Effective: zinc oxide and titanium dioxide, at concentrations up to 25%. Two older ingredients — PABA and trolamine salicylate — were proposed as not GRASE. For the remaining twelve, including oxybenzone, avobenzone, octinoxate and octocrylene, the FDA said it had insufficient data to make a determination and requested further safety studies.
“Insufficient data” is not “unsafe.” That distinction gets lost constantly. These filters have been in use for decades and the FDA has not withdrawn them; it has asked for modern absorption and safety data that was never generated under older rules.
What prompted the request was absorption. FDA studies published in 2019 and 2020 found that chemical UV filters are absorbed through skin into the bloodstream after a single application, at plasma concentrations exceeding the 0.5 ng/mL threshold above which the agency requires additional safety assessment — oxybenzone exceeded it, and avobenzone reached around 4.3 ng/mL after one application. Absorption is not the same as harm, and the researchers said so explicitly. It is the reason the data was requested.
