USDA Organic certifies outputs. It applies to food and fiber products, the things a farm sells. It is not designed to certify the inputs a grower uses to produce them, so a bag of fertilizer is generally not the sort of thing that carries the USDA organic seal.
OMRI certifies inputs. The Organic Materials Review Institute is an independent non-profit that reviews products against the USDA National Organic Program standards and determines whether they are allowed in certified organic production. When you see “OMRI Listed” on a soil amendment, fertilizer, or pest control product, it means an accredited third party has verified the product is permitted for organic growing.
So for garden inputs, OMRI Listed is the seal to look for, not USDA Organic. A product claiming to be “organic” with neither OMRI listing nor a stated certifier is making an unverified claim, and the word organic is not legally protected on garden products the way it is on food.

How to use compost well
For new beds, mix two to three inches of compost into the top few inches of soil. For established beds and containers, top-dress an inch or so once or twice a season and let worms and rain work it in. Killer compost: the herbicide problem organic certification cannot prevent
Keep in mind: this is the most serious risk in buying compost and it is almost never mentioned on a bag. A small group of herbicides — aminopyralid, clopyralid and picloram, all pyridine carboxylic acids used on pasture, hay and grain crops — are unusual in that they survive the entire chain. They are not broken down substantially in an animal’s digestive tract, so they pass into manure, urine and bedding, and they persist through composting. Concentrations as low as 1 part per billion can be lethal to sensitive garden plants: tomatoes, potatoes, peas, beans, lettuce and spinach are the classic casualties. In 2010, farmers and gardeners in Washington State lost most of their vegetable crops to aminopyralid residues traced to composted dairy manure.
The symptoms are distinctive once you know them: cupped or curled leaves, fern-like feathery new growth, and twisted stems, appearing shortly after transplanting into amended soil. It looks like disease or virus, and gardeners routinely misdiagnose it and blame themselves.

How to protect yourself:

How to tell finished compost from unfinished
Immature compost actively harms plants — decomposition continues in the soil, robbing nitrogen and generating heat and ammonia around roots.
- Finished compost smells of forest floor. Ammonia, sourness or a sulfurous note means it is not ready.
- It should be crumbly, dark and uniform, with no recognisable original material beyond the odd twig.
- It should be cool. Warmth in the middle of a bag or pile means microbes are still working.
- The bag test: seal a sample in a plastic bag for a few days, then open it. A foul smell means it is still active.
- Never use fresh manure directly on growing vegetables. It burns roots and carries pathogen risk — standard food safety guidance is to apply raw manure at least 90 to 120 days before harvesting crops that touch soil.
